Jump Permit Refunds

Currently, when a jump permit expires, it is no longer useful and is effectively discarded. The value of that permit is lost forever.

We are considering a mechanism to allow jump permit refunds, where expired but unused permits can be returned for a refund. This is technically complex though, as it would require delayed payouts of jump fees to gate or network node builders so that there's a pool to refund from.
